It looks like theres a more updated and supported version of 3DNPC here: https://www.nexusmods.com/newvegas/mods/84274?tab=description I recommend trying it out. I'm locking comments here as I don't plan on looking at or updating this page again.
There isn't much more info to give. The original mod lacked facegen files to prevent mismatched skin tone bugs as seen in the screenshots. I simply generated new files in the geck to fix this. The archive is just loose files and there is no esp.
Cool mod, on my end I didn't notice any problems with the NPCs before (maybe due to Last Few Edits mod) but I'll still give it a try. Just to see if it actually makes a difference is there any specific location where the mismatch occurs?
It happens to the npcs that didn't have proper facegen textures generated. You can see in the screenshots, there is a black character who had a white face due to the bug. There is a known ini change that can also fix this issue with any mod, but it is performance intensive and this is a safer fix. Any character with this bug should usually be able to be fixed by opening the mod in the geck and generating new facegen files, though I don't know if that always works. I am still learning how mods work.
The issue tends to happen when you don't use that facegen .ini setting that forces faces to load correctly. People don't recommend it these days because it cuts down performance. Thanks for the fix.
