DESCRIPTION
This device is essentially a cross between a short-range teleporter and a grappling hook. Behaving much like the Blink ability from the Dishonored franchise, it allows you to quickly traverse distances and access places that would normally be out of reach. In my headcanon, this device works by attaching an energy tether between itself and a distant object, then contracting the tether, pulling the wielder towards the distant object. The range of the device is limited because over a large enough distance, the energy cohesion of the tether breaks down and becomes too weak.

I started with the legacy-content Mesmetron mesh and removed everything but the handle. I replaced the wrapped leather grip texture with the knurling from the Ophthalmoscope, added the heatsink from the Tri-Beam Laser, some magnetic coils from the Gauss Rifle, and various greeblies including the flip-up trigger guard from the C4 Detonator and the antenna from the NCR Emergency Radio. The design itself was loosely inspired by the grapple gun from Batman: The Animated Series (i.e. with a crossbar handle that you can securely hang from, instead of a pistol grip that could easily be pulled out of your hand) with a dash of the portal gun from Rick and Morty (i.e. a tube sticking up out of the top) thrown in.

Gameplay-wise, this is a beam-firing, Recharger-type energy weapon that teleports the player to the point of impact. It holds five charges and uses up all five with each shot, taking five seconds to fully recharge. If you target a living actor and fire, you can telefrag them, but at the cost of some damage to yourself in the process. The amount of damage you take is determined by the formula (BaseHealth / Endurance), meaning that the higher your Endurance stat, the more times in a row you can perform the maneuver.


LOCATION
There is only a single instance of the weapon in the game.

It can be found behind the dumpster in the alleyway beside the Silver Rush. Clearly, the Van Graffs had no use for it, since it isn't overtly a weapon.
Of course, if you're feeling lazy, you can always use the following console command (Substitute ## with the Mod Index of the plugin in your load order):

player.AddItem ##000ADE 1;Gives 1 Quantum Sling

The Mod Index is a two-character hexadecimal code, with a value between 00 and FF, that can be found using a mod manager. It should be listed somewhere beside the name of the plugin. After finding the Mod Index, open the console in game using the tilde (~) key, and type Player.AddItem <FormID> 1


INSTALLATION
Extract all the files in the archive to your New Vegas data folder (which is the same folder where FalloutNV.esm is located) and then enable the ESP either in your mod manager of choice, or under "Data Files" in the launcher that runs when you start up New Vegas.
