I know I'm late to this, but is there any way to do this without DLC? It seems strange that those are required. I'd appreciate it if it were possible, but I understand if not
it's not working with Weapon Mod Expanded, isn't it? It work only if I put it for last in loading order, but WMX need to load for last too.... I can't use them both at one time :(
I ran into this issue when I made a mod that changes onhit data. The solution would be changing these values through a script, but I'm not sure if there's a function for that.
The Sniper Rifle, including its unique variants, have no fire delay whatsoever. They shoot as fast as I can click.
Since NPCs are also affected by this mod, when an enemy or a companion has a sniper rifle, there's no upper limit on how fast they can fire it. I gave the Gobi Campaign Scout Rifle to Boone, and he can empty its entire magazine in under half a second.
The Sniper Rifle really needs an upper limit on how fast it can be fired, because right now it's a sniper machine gun.

I shoot much faster when hipfiring, than when I ADS.

They are barely even semi-auto at this point.
