Fixed the issue with floating weapon mods of Plasma gatling in 3rd person view.

Chet of Goodsprings will sell some basic backpacks and head gear from New California.
Vendortron carries some items from New California, including generic version of the Vault 18 Riot Shield, that is just a "Riot Shield" that says "POLICE" instead of Vault 18 security or Vault Symbol.
Ralph of Mick & Ralp's now sells backpacks from New California, a bigger selection than Chet.

The price of E-115 Plasma Gatling and AG8 Reaper Vengeance is much higher now (on par with GRA uniques.)
