If I understand correctly how the game works, values in the mod are a bit off. So, we have base speed of 1. Heavy armor does 15% penalty, so resulting speed is 0.85. You are multiplying it by 1.15 to offset penalty, but it would result only in 0.9775 speed. With medium armor, you're multiplying it by 1.07, which results in 0.98975 total speed. Close enough I suppose, but I'd suggest using multipliers of 1.1764 and 1.081 respectively. I might be wrong tho, but it seems more like it and I can't realistically test those 1.5% of difference (but they do add up)
I'd like to see the perk grant extra carryweight, but decrease your speed in progressively stronger stages if you use the extra amount. Example:
Perk gives +100 carryweight If you use 1-25, you get -15% If you use 26-50, you get -30% If you use 51-75, you get -45% If you use 76-100, you get -60% If you go above the weight limit, you get -75% as normal
I have no idea how to implement speed reductions to the player character via the GECK. It seems like it might be a bit difficult because several mods have attempted something of the sort and none of them seem to work.
This is mainly here for reference for myself, as I replay New Vegas every year or so, and often do new installations. And for people who don't like to read. This will message may be helpful for them too.
