A conservative revamp of New Vegas' perks. Merges bad perks into other perks to make less bad perks, and changes the requirements of some others. Also makes it so perception actually affects accuracy to a small extent. Includes fixes from YUP.

Found one more small bug, hopefully the last one that needs fixed:
If you were to select Rad Resistance, Scrounger, Solar Powered or Bloody Mess during character creation/level up and then rebuild your character after leaving Goodsprings, none of these perks would be removed properly, this was fixed. Note that if you use both the separate Perk Rework DM and Perk Rework OWB files then the Dead Money perks still won't be removed, this bug is in the game by default though. The merged esp fixes this and removes all the perks/traits that should be removed.

YUP dependency removed and additional fixes provided by miguick: "I removed YUP dependency by copying over the two toughness abilities you use in other perks, and removing the YUP condition checks on some perks that you've made unplayable anyways. Explorer can be taken regardless of level, since even if the player is at max level, I'd assume that he may still be interested in the other perk's effect to reveal all the map markers.
I also merged all the perception bonuses and penalties into a single perk, with effects conditioned to the player's perception stat, and simply added when the mod initializes. Note that GetActorvalue can gather that an attribute's value is over 10 or under 1, despite the game's code limiting SPECIAL stuff between those two values. So for the bonuses/penalties at max/min special values, it's better to check for GetAV [stat] > 9 or < 2 respectively. Same with skills between 0 and 100. And, I also conditionalized the gun spread modifiers to not be applied in VATS, since they do otherwise work there, and would affect the chance to hit more than intended."
