It's a resource file in that you'll have to add them to your own races. There is a test .esp that adds them to the Vanilla races

1. Extract the files to a temporary location.
2. Examine the folder structure and make corrections where necessary.
3. Copy files to your installation directory, etc.
4. Create an .esp to use said files.
