It's generally the higher ranked ones from what I found, but sometimes the odd random guy will detect you too. The weirdest part is that killing them doesn't bother the other members of the faction and only that one will be alerted. Strange!
Hey nice mod, I've got a suggestion if you are so inclined =] it would make sense if the sniffer ability was only completely negated when wearing appropriate headgear that covers your face, i.e. NCR/BoS helmet, White Glove mask, hockey mask for powder gangers, etc
It works so far for me; completed Ghost Town Gun Fight for Goodsprings and then grabbed one of the Powdergangers Outfits and ran to the Prison and they let me in despite being Vilified; which in Vanilla would mean they would have just shot me on sight requardless. This is a nice mod always had to leave GTGF unfinshed untill I did I Fought The Law Quest which always ruined the experience for me.
