One set is just the vanilla vault airlock. It has been feathered apart, so you can build similar rooms of any size or configuration. Minus the hanging pipes.
The second set was made for the storage level of Vault 24. It consists of 3 story high room pieces that are essentially just reskinned pieces from the vanilla utility sets.
So they are not really intended as 'multi-story' room sections, but rather 2 or 3 stories respectively.
