I made a patch for Mojave Raider by PushTheWinButton. Require YUP and Mojave Raider, obviously. So any MR user can use this patch for bash on Bash Patch as I already add the bash tag.
I have updated a new version of the mod after doing yet another fresh install of the game through the fantastic guide that is Viva New Vegas. Mod Organiser 2 is also a wonderful mod loader and I wholeheartedly recommend that guide and that mod loader.
I've updated NPCs with some additional flags such as No Low Level Processing to ensure NPCs act correctly. I've also refreshed patches for the latest version of YUP, JSUE and now featuring a patch for Tale of Two Wastelands (3.2)! If anyone does notice something missing, please let me know.
Patches are up to date as of July 2022. UP+ Patch was discontinued as the mod was also discontinued, and the Unofficial Patch NVSE Plus does not contain any conflicts. Important note, the mod now includes generated facegen, meaning it is now better to have bLoadFaceGenHeadEGTFiles=0 within [General] of all INIs and is more performance friendly.

If for whatever reason you continue to have issues, then set it back to 1.
If not using Mod Organiser 2, check in the fallout_default.ini in your game install, and Fallout.ini, FalloutCustom.ini & FalloutPrefs.ini from your My Games folder, have "bLoadFaceGenHeadEGTFiles=0", located under the [General] section.
If you have Mod Organiser 2, then you need to use the INI Editor and change just FalloutCustom.ini (make sure the line does not exist in the other inis.
NPCs STILL HAVE pale white heads
If this happens to only a selection of NPCs, it could be a loose-end of the mod. You should take note of the NPC (by refering to their RefID) and leave a comment. If after all of this and it still happens, a fresh reinstall of the game usually solves this.
Why did you change X to look like that?
Sometimes it was because of the character's portrayal within concept art or collectors edition card artwork. Most of the time, it is a subjective decision because this is a cosmetic based mod of my own personal preference.
As for the Karma alignments for certain characters, I would feel like Characters such as Legate Lanius would have his karma set to VERY EVIL, Ambassador Crocker set to GOOD, along with possibly Kimball having GOOD karma. This can go for companions like Arcade Gannon having VERY GOOD karma. Even DLC characters I feel like Dean Domino should be set to EVIL, and Father Elijah set to VERY EVIL. I don't mean to pry for this to be in there, but it would make contextual sense to me at least.
I don't know if this is a bug or not or a mod conflict, but in my game, Vulpes Inculta has not changed and still has the vanilla look instead of looking like his collector's edition card in the images.
The most likely culprit is YUP's .esp file. Even if they set load order to YUP first, then NVCE, YUP's .esp always goes after NVCE's .esm (order would be YUP esm, NVCE esm, YUP esp), undoing the changes. The optional NVCE NPC Edits .esp will fix this. The NVCE YUP patch doesn't contain edits for 00122B99. There are a bunch of other conflicts solved by the optional file, like Veronica and Joe Cobb,
If it is YUP then use the YUP Optional Patch file I also provided. At the time of upload I did go through and try to make sure all NPCs were updated with YUP fixes.

Recommended Mod: Mostly Fixed FaceGen Tints (NV or TTW) - Use this mod and load it after NVCE for an even better experience.
