ok, installation- simply open the .rar file you downloaded and drop it into your fallout new vegas data folder. then when you go to activate the launcher, click data files and check the mod, press ok and click play.

LOACATION- you will find the armor in the Legiosn safe house, which you will obtain a key and map marker for after you have progressed though the Legions main quest.
