Reworked the battery system

Bug fixes for 7beta. No known bugs at this time, but saying "beta" because there's a bug someone reported in the first 7beta that I haven't been able to reproduce.

Temporary patch until FNV Edit is updated . Still requires the Beta 7 main files.
