You may regret getting rid of the helmet. It's one of the very few items that you can take with you into Dead Money, and you can wear it there. It's actually damn useful. +5 Melee Weapons and +1 Perception is not to be thrown away lightly.
Yes, it was installed. Well technically not installed, but unpacked to data folder and activated via FOMM v13.12 (or v13.10 I'm not sure anymore, they update so often) like any other standard .esp mod. And yup, I also used it after I had killed Motor-Runner and looted the helmet. I searched for the helmet fix after I turned the quest in at the NCR station and the helmet stayed in my inventory and I couldn't drop it. Then I tried using the mod before and after turning the quest in to no avail.
But as said, I fixed it with console command, so my problem's solved. I'm afraid I'm no use in reproducing and tracking down the problem any more. Progressed too much further with the game

I tried applying the mod before I turned the quest in and after, saving/reloading with and without the mod to make the game load the new values, but it didn't help, it was still quest-related non-droppable. Maybe some other mods I have, that adjust armor DT values etc, interfere with it? Anywho, I ended up using the console command found from fallout wiki to make it non-quest item.
EDIT: Would wearing it have made any difference? Because I wore it, and also it was broken (grayed out). Maybe that was the problem.
