Not fully tested.
I used this patch set AFTER I had completed 50% of the story.
I did not find any bugs, and the cops never showed up ever again.
Your mileage may vary!
Requirements:
1) FrostyToolSuite05092021 - Extract anywhere

2) HeatKey.txt - Save this file in the same folder as FrostyEditor.exe

Instructions:
1) Launch FrostyEditor.exe.
2) Open the CopRemovalPatches.fbproject.
3) Click "Launch" inside Frosty.
