I installed this , half as a goofy lark, and half to make sure that mods were loading. I was amazed at what a surprising difference it makes. Gives the whole game a more festively war-like feel, like Marc Antony just told an awesome joke while cleaning the blood off his sword and they just can't help but smile.
first you'll need to download the modding kit from steam in the tools section of your library. it's very big so i don't have it installed anymore and i don't remember exactly where you click in there. but you want to search the pack0.tpac file for files named "ui_loading_" and then a number. there should be 12 of them. you just replace those with your own pictures and then export the mod.
if you want to modify the existing pictures, like i did, you will have to find a way to get them out. either screengrab them or search for a tool that can extract files from a tpac, the mod kit won't do that afaik. i found one called tpactool that worked once i got the right version.

This little mod always makes crack me up on loading screens. Especially since I keep on getting a lot of crashes that I'm trying to identify so I see loading screens a lot :D

I'm never taking this out of my load order.
