Added Telvanni root to Tel Aruhn Tower.
According to book Before the Ages of Man "During the Middle Merethic Era, Aldmeri explorers mapped the coasts of Vvardenfell, building the First Era High Elven wizard towers at Ald Redaynia, Bal Fell, Tel Aruhn, and Tel Mora in Morrowind". After the decline of Velothi high culture and evolution of Great Houses of Morrowind "The original First Era High Elven wizard towers along the coasts of Tamriel were also abandoned about this time". So i added ruined Aldmeri Towers from Tamriel Data (Direnni Towers in SHotN) to these places. I'm also edited "Tel Aruhn" and "Bal Fell" generic dialogues and mentioned these towers. (Although this book is first seen in TES IV: Oblivion, the text of the book was already available on the The Imperial Library around the time of Morrowind's release) ---
Another in-game book Breathing Water describe Bal Fell as a Dunmer city with dry and crowded streets. To give the impression that there used to be a city i placed ruined Velothi buildings around Bal Fell. By the story of the book, city was existed at least into the early Second Era, after the founding of the Mages Guild.
