Noticed that my MGE XE previous advice was not very good, but I found a better way (on pictures), using offsets one can lower visibility, creating an illusion of thicker mist or ash storm, I upgraded mist weather for Ashlands.

Fixed some of the weathers, removed blue tint at the day from ashlands for now, ash and blight storms are brighter - I used dust storm photos as reference (although dark vulcanic ash is better at absorbing light then sand from the dunes, so it's a bit darker).

More realistic sky color using photo of Polish sky, clouds color changed to be more white for compatibility with Vapourmist mod added optional (blank) texture for really clear sky at clear weather, to be used with Watch the Skies or without.

This is my design.
It's main objective is to enhance volcanic character of Vvardnefell by making colorful sky and fog which is often observed during volcanic activity, or to change ash color (during ash storm, not blight) into grey ash that is in the ashlands, and to give a very dim purple-blue light ilumination in the night (unless the stars are covered by clouds or ash) from the Window to Aetherius mod.
IMPORTANT! disable Tamriel Rebuilt option of changing weathers, as it's incompatible (You will lose presets changes for ash and snow weathers if You don't)
Presets:
"Vvardenfell: Cave"
special new preset used in some caves with exterior weather (like Ossuaries), used in Star Wound: Vvardenfell mod (alpha and in future beta), which allows to have pitch black interiors that behave like exterior, with exterior sounds, and possibly weather.
"Vvardenfell: Standard"
all the other regions then in other presets (most of them):
focus on realistic weather colors around active vulcanos using science and real life photos of sunrises and sunsets, cloud and sky colors - vulcanic activity can give very special colors, and Morrowind has a big active vulcano, with a lot of ashstorms and blight.
Vvardenfell: Swamp"
Gloomy and wet. Heavy clouds makes everything darker, dense fogs.

Also consider my reshade preset. Without it, it will not look like on the pictures.
Instructions as requested:
1. Install reshade (I am not sure which shaders are needed (I think only two packs are needed, will check later after I update reshade), but if You install all, it will work). 2. Open reshade ingame and import my reshade preset.
If You are new to reshade, then check their webpage for more help, it's all there, it's an amazing tool to make many games visually more attractive.
NEW recommendations for MGE XE in pictures!!! I use distant land lvl 11.
Another recommendation: remove clouds (use blank texture) for foggy weather, and (maybe) clear. OR: add my texture of clear weather clouds as a mix.
