Hey I didn't try this mod out, but based on description there shouldn't be really any problems; as the mod you mentioned doesn't make any landscape changes.
Late reply, but I see! Does this mean using this patch of yours will have no problems when loaded alongside Memento Mori - Buried? Or is it the inverse?
I don't think there should be any issues. This mod mostly solves landscape "holes" and adjusts entrance/exit of Dagoth-Ur ruins (as presented on screenshots). I always try to touch as little as possible to avoid any potential compatibility issues with other mods.
I use Rebirth(source for RedMountainReborn), I don't use BCOM. If I have Arvesa and just installed Memento Mori do I need your mod? What will happen without BCOM?
BCOM doesn't really touches Red Mountain by itself, but instead: it introduces its own revision of Ghostgate (based on RR Ghostgate Fortress).
This patch is based on RMR mod - which has a bit different landscape edits around Ghostfence than a Rebirth mod - thus almost for certain you will encounter multiple instances of landscape issues when pairing both.
While you don't need to (and shouldn't) use this mod-patch... I would be concerned more about using Rebirth with Memento Mori and Arvesa mod especially. Rebirth is highly incompatible with many other mods, because it not only changes landscapes, but also alters interiors and (I would assume) exit/entrance doors too. And altho I didn't play Rebirth mod myself, I can already tell you that Memento Mori adds 3 locations around Ghostfence + some NPCs in the Ghostgate interior... while Arvesa mod often relies on Vanilla locations, adds a new stronghold + completely reworks Dagoth-Ur citadel.
I'm almost certain there shouldn't be any conflicts between these two mods only - as the both were created with Vanilla Morrowind in mind + they touch completely different areas. They don't really make many landscape edits as well, meaning they should be 100% compatible with each other (thus no patches required).

As long as they don't touch Ghost Gate and Dagoth-Ur areas you should be fine.
