Ghostmoth was supposed to be the crown jewel of the Imperial presence on Vvardenfell, but the Imperials dug too greedily and too deep and when the whole structure became unstable it was hastily abandoned, free for a curious Nerevarine to claim for themselves.
The ruin lies a few hundred feet west of Pelagiad, just off the main road. It is accessible via a gangplank onto the outer wall and the Nerevarine will make his way through the outer sections of the massive fort before he enters the inner gallery, which is spaceous and with plentiful storage for all artifacts, equipment, trinkets, odds and ends that a seasoned adventurer might have acquired throughout their travels.
Much of the place is simply there for the sake of worldbuilding and I don't expect much of it will be utilized by the player, but the main storage sections are grouped together for quick traversal. A few items are left inside the fort, but I reckon they're not too game-breaking for any player that has amassed enough loot to require an abode of this size. A few Imperial armor pieces and low level weapons, plus a few alchemy ingredients and repair tools shouldn't pad out your wallet to any noticable degree at this point.
