You came to Morrowind to inherit you distant uncles island. He worked for the Telavani at designing secret weapons. He and an other fellow made the guns you have to buy the guns from the other fellow. But you get a cool island for free! If you can find it.
The portal to Martilahivan is located on the same island as the Mudcrab Merchant. There is a collection of powder-and-shot firearms there, along with the necessary powder and shot. Your fingers may clip slightly through the gunstocks.
