The MCM has sliders to adjust skill experience in many ways.
Includes separate sliders for each class skill type (Major, Minor, And Misc), and one for each of the 27 individual skills, plus the ability to change exp based on the level of the skill.
All adjustments work together with each other, so ones made for class skills will further be adjusted by the individual skills, then even further by the skill level.
Range for all sliders go from 0-10X, and adjustment are made by 0.1 increments. So you can massively slow down or speed up experience gain pretty much any way you could possibly want.
