Congratulations, Fargoth became a captain in Stirk... I thought I would die of laughter because of you and this damn mod XDDDDD I started a new game and I'm talking to Fargoth and he's telling me some nonsense about pirates... I thought that Seyda neen pirates were attacking....
Province Cyrodiil has changed the name of their esm file to Cyr_Main. I don't know if they've addressed the bugs your mod does or not, but this mod doesn't work with the current version.
I came here to see if this was going to get an update as well. I would love to be able to play these quests still since project cyrodill is still very much a WIP and doesn't have much quest content yet.
I tried to mess around with the file in tesame and the creation kit but I dont know how to change the main esp's. (I think I would have to remake the mod) If anyone knows how to fix it, go ahead. I dont feel like updating this mod whenever the main cyr.esm updates.
I know alvazir did have a patch for Province Cyrodiil in the Miscellaneous Patches file that was supposed to fix script issues, but I believe it's removed because those issues are fixed in the current version. Not gonna say I'm 100% on that, but that was what I came across.

1. Run Wyre Mash
2. Go to plugin in question (i.e. Stirk_pirate_quest.ESP)
3. Click inside the Master block in the lower right hand corner. When asked to update, click yes.
4. Cyrodiil_Main.esm should be disabled. Right click on Cyrodiil_Main.esm, then click Change to...
5. Find Cyr_Main.esm in the directory that Change to... option takes you, then click on it.
6. Click OK.
7. Click Save.The mod now has a new dependency.
