Adds a bounty hunter quest on Stirk, kill pirates for money.

CAUTION!!!
This is my own content i made, it does not represent what Project Cyrodiils next update will look like, when (only God knows) the next update comes out, i will remove this mod.
This means that while we wait for the next update you can play my mod wich adds a little bit more content to the pretty small group of quests you can find on the island. With that i mean one (1) quest. A dev from Project Tamriel have provided feedback for the quest functionality so it should be up to Project Tamriels standard.
QUEST:
You can find notices around town that warns the population to be weary of pirates. It also says that adventurers can lend aid by meeting Syro Neminus, an imperial scribe working in the Town Hall. He will give a quest to the player, find pirates, take rings they are wearing for identification and bring them to him. He will pay 100 gold for each ring. One pirates death however, is worth far more then his other of kin.
BUG FIXES:
This mod does not have bugfixes for the base mod anymore, it is all fixed now :)
