It's hard work buying and selling things at their full price, so much so that sometimes a Scamp can't even find the time to bang on some drums! This friendly fella never asked for anything more than a fair chance to make his way in the town of Caldera, but with the competitive economy being how it is, he just needs a little boost to improve his spirits.
Just a neat little diversion in your quest to achieve financial success. Creeper will now greet you with, "What, you want to sell me something? Tough! Gimme some moon sugar and then we'll talk business!" Any attempts to barter with Creeper will be met with a prompt service refusal; "No money's gonna change any hands until I get some moon sugar!" Guess you'll just have to find him some, but where can you acquire this illegal ingredient?
There are 902 counts of moon sugar in the game, but only 24 loose samples of it (ones that aren't in containers or carried by an NPC). In normal Morrowind, you can find two moon sugars inside a crate on the first floor of Ghorak Manor (the same building Creeper resides in). I'm assuming that whoever downloads this mod doesn't want a spit-easy solution, so this mod removes them from the game.
There's a slight possibility that if you never met Creeper before and this will be your first time encountering him, he will exchange no dialogue with you and you will be free to barter with him. On your first visit anyway. By the second visit everything will work as intended.
