   Figured I'd let you know that this mod is incompatible with the mod Balmora - Seat of Power of House Hlaalu - it causes some weird ground clipping error.

   The upstairs room does not unlock for me. I have installed this mod very late in the game (Main story already done), so I guess some quest is supposed to trigger opening that room?

      Yes, part of his initial dialogue gives you a key. You should be able to unlock with the console.
