Tsrazami will be in the plaza - if he's not there, it's because you have a mod conflicting with BCoM. Don't ask me what mod it is. I tell you what I was enabling and disabling everything I could to try and figure out what other mod could possibly touch him (tried both Morag Tong Polished, this one, and some of Django's stuff but to no avail).
