Why not just simply add ownership tags to the crates and barrels that lack them? that might have been easier tbh. Then again, what do I know? But at the same time, this has always bothered me about these crates not having owners.
The free loot in crates around town always bothered me. Bothered me enough to the point that I just don't look/loot those crates around settlements. Especially in later ES games, or certain Morrowind mods, that add beggars to the game. Why bother begging if there's literally free money just lying around in "crates" around town?
Myself, I only have a problem with it being leveled, so that you have a good chance of finding an exclusive potion in crate. If it was mostly useless clutter with occasional coin or two and a rare chance to find something valuable, it would be far more realistic. Why beggars would exist when crates with free lot exist? There's a lot of free loot in the real world too. You just never know what you are going to find, if anything. For a person who's just down on their luck, begging is easier than trying to find something of resale value and a place to sell low value items, and there's less stigma attached to it (at least that's how I felt when I asked for change to buy bus tickets at a certain time in my life). Many of the chronically poor are disabled or elderly or both, and for them panhandling may be all they realistically can do.
