Here is a relatively empty .esm that I made to kludge my way through this issue. All it does is add the trapdoor that goes into the chargen ship onto the second floor balcony of the census office- no reason why, as with most morrowind mods. I couldn't remember how to change dependencies, like with vortex/fallout 4 you can just turn off dependencies willy-nilly.
Anyway, just download that, and throw it into your load list if you're hitting the issue I was.
There is post by you (5THDIM83) for Balmora Expansion Improved that states that you were able to get Balmora Expansion working with Morrowind Rebirth AND Tamriel Rebuilt. This mod appears to only allow BE to work with Rebirth - does it work with TR as well?
Please let me know if anyone has any issues. I have noted that the last time I was playing, there were a few trees in Balmora that were not level with the ground. I plan on fixing this in the next update.

Currently, I am testing a new combination of mods, which may fix issues with Dwemer ruin addons. This is due to textures and other issues, in conjunction with other mods. Please let me know if interested, as I will have to figure out how to separate data files.
In addition, once I figure out the size limit to uploads, and configure Gimp, I may make a zip containing updated a combined data files folder with compatibility for many mods. I have noticed that many mods have data files missing references, making some addons unusable. I may make a tutorial on how to fix this problem, if there is enough interest.

It wants the Rebirth [races] as an .esm, but the file is in actuality an esp.
I'll try to remove the dependency, but I don't even know if I have the wherewithal to at this point. Haven't looked at the Construction Set for years.
