Though if you don't look too close it works just fine - There is a missing platform and some people in water... But it is a slums right? Load this before HotV or you'll get some land tears.
I think that the presence of lights, is an initiative of the city administration, in the heart of the poor - small amount of light, it is a large amount of crime .
I like the idea, but I think you should reduce the amount of lanterns to a third of what's there now. That gives both more atmosphere and performance. Do that and this mod might be becom a classic :)
