The ring is in Balmora's Council Club (building just to the right of entering the city from the siltstrider). Go all the way to the basement and enter the door on the left. It will be on the left next to the wooden box.
on openMW and everything works, BUT Ring doesn't mount/equip on the Character. Is there something different than the usual clip to pick up ring and then click on the Character in the far left panel, just as you would mount/equip any other wearable item? Really would like this to work.
Worked for me but my followers still don't follow me. If anyone knows where I can find a mod that makes you're followers stick to you everywhere that would be great.
