There are three different misc quests and whichever one you receive is completely random.

You can get it by talking to different people around the camp during the intermission phases of the main quest.

Misc Quest One: The Bells

Talk to Tibaltak.

Talk to Missun.

Talk to Tibaltak.

Head outside and talk to Tibaltak again.

Talk to Missun.

Talk to Tibaltak.

Head to Kogoruhn, Hall of Phisto.

Find "Parchment with Scrawlings". It's usually on a table with a knife through it. Not sure how easy it is to find with Kogoruhn mods but if you need to console it, its id is bk_6thhouseravings.

Talk to Missun.

Talk to Tibaltak.

Misc Quest Two: A Love Letter

Talk to Ashuma in his Common Yurt.

Tell him whatever you want.

Talk to Missun.

Talk to Tibaltak.

Talk to Ashuma a couple times, telling him whatever you want (I had a lot of fun with this quest... until I realized I had to make 48 books of different combinations).

Head to Maar Gan Outpost.

Talk to Nuleno.

Return to Ashuma.

Misc Quest Three: Feyfolken

Talk to Zanammu.

Talk to Missun.

Talk to Tibaltak.

Take Tibaltak's comberries anyway.

Talk to Missun.

Talk to Socucius in the Seyda Neen Census and Excise office.

Convince him to give you Feyfolken.

Return to Zanammu.

Talk to Maesat.

Talk to Tibaltak.

Talk to Missun.

Take Missun's greef anyway.

Talk to Tibaltak.

Talk to Missun.

Talk to Zanammu.
