In the end it was because the tool I was using was old. However, even with the new tool, I still experienced infinite loading when I tried to use FirstNatives. Therefore, only the Fluffy Manager 5000 version is currently available.
Currently FirstNatives and Fluffy Manager 5000 are not compatible with the latest version and cannot be installed. If FirstNatives is updated, it should be possible to use it as is. When Fluffy Manager 5000 is updated, a temporary version will be released.
Looks like the author updated for the final update based on the June 8 file upload (TU6, or 5.5 if that's what you want to call it). Can confirm it is functional via installation through FirstNatives just by dropping it into the natives folder, so no need for Fluffy installation if you already have that. If you want to manually change the item number amounts you can also do so using the MHR Editor yourself, which allows you to open the ItemData.user.2 file where the information is stored. Just look up the item you're interested in changing the number of and modify the 2 columns that contain the maximum item number, then save it. Although backup your save file first before you attempt this in case you screw something up.
Thanks to the mod author for creating this, saved a lot of time and effort of needing to extract the file directly myself, and for those who have no knowledge of modding resources but want to use this for whatever reason. I myself have some disabilities stemming from nerve damage so it's difficult for me to use the radial menu and swap between items, so having more helps alleviate this issue so I don't have to manually craft with the radial menu or try to switch to the item bar in the middle of combat.
Once the game itself has been updated, it will be available by version. Until then, please research and convert your own tools. It's not your fault, it's CAPCOM's fault for pretending every few months that your efforts didn't happen.
Just FYI this mod is working fine as of TU3 and the date on this post.
Also wanted to slide through and plug an edit I did of this mod for myself, then decided to upload. I increase some stuff a bit more, but more importantly went through and increased several other items that weren't touched here.

Can confirm this mod, with first natives, causes infinite loading as of TU1 for now. Scrubbed all fluffy mods, revarified game files fully, installed first natives. Game worked. Installed this mod, infinite load, removed first natives, game worked.

When I installed my own mods that I did not publish at the same time via Fluffy Manager, the game was executed without being applied. Please check if the stack number is changed in the game, as the same thing may be happening.
Looks like its a firstnatives thing. Using just this mod on a fresh install, no other mods, with firstnatives just doesnt run. Using this mod via fluffy, it runs, but the mod doesnt work which is expected Using firstnatives, without this mod, but with fluffy mods installed does work
Seems my own personal infinite load only occurs with this item mod, plus first natives in whatever configuration. I just cant tell which is the issue as neither alone cause problems. Ill try more tests but ill probably wait to see if firstnatives patches, maybe theres an issue there.
There will be an update in August and I can't be sure because I will probably have to update this mod at that time, but at that time. However, only the Power Coating will be changed at that time.
