v1.3 update without having to re-download the larger Aerial folder.

This file only contains the l35-Aerial folder. You do not need to download again if you already have it installed.

Version 1.3b is a hotfix for those who were experiencing autogen tall sky scrapers near and around the Big Bear airport. I also made some minor clean up, but this updates should be optional if the tall buildings were not an issue for you.
