Currently, only as overwrite of original script and database file; make backups before.
You can change the bonus by opening EnchantmentScripts.cs, and find stringe "HEREDIFFICULTY".
Changing the power and food bonus is just adjusting the formula.
Increasing the minimum number of units or type of unit NOT advisable, as it might cause dozens of bonus units for AI per turn.
To change multiplication of fortress bolt, you have to add/remove lines for all 5 "HEREDIFFICULTY".
