Here's how I did it, exactly (some step may be unnecessary) : 1 - Extract the .bmp file with ME3Explorer (you can find it online) > TPF Tools. 2 - (Maybe unnecessary) Modify the .bmp make it 2048*2048. You can use any image tool for that. 3 - Use ME3Explorer > UTILITIES > Image Engine to convert the .bmp file to a .dds file with DDS_DXT5 compression. 4 - Repack your .dds into a .tpf with TPF Tools. (Load it. Then Build TPF. Name don't matter) 5 - Launch MEM in ALOT>SETTINGS>GAMER UTILITIES. Choose Mass Effect 2, than "Convert Mod". Browse your newly created .tpf. Convert it to .mem (Name don't matter). 6 - IF and only IF it gives you an error because some .pcc have been added since last MEM scan (maybe it's a specific issue from my end but I'd rather be exhaustive), and if like me those .pcc files are : STARTUP_FRA and other STARTUP_(language), you can go with the Windows Explorer and rename them manually to STARTUP_x.pcc.bak, except for your current used language I guess. Than you return to step 5.
Issue with my workaround : Miranda's outfit changes too. Maybe it's supposed to do that anyway, IDK. I'll edit if there is any long term issue.
This is awfully frustrating but It looks like this mod is completely unplayable in Windows 10. The .tpf file provided is incompatible with ME3Explorer, MassEffectModder, Texmod or ALOT. Texmod is pretty much an outdated relic now and can't load the texture. ALOT doesn't support the user file and can't install the mod. Tried MassEffectModder and it can't convert the .tpf file into .mem, saying that the texture is not a power of 2. ME3Explorer won't convert the .bmp file extracted from the mod into .dds, and thus can't build an ALOT–compatible .tpf file. I've run out of every resort and none of them works so I guess that's it. If anyone has a usable .mem file of this mod that would be great. Otherwise I have to say this mod no longer functions in its current state.
Look at the posts under "Techno Rose Miranda's Armor" - darthhydrae has solved that problem (date 2019-11-30). You can convert this mod from .tpf to .bmp to .dds to .tpf to .mem and then you can use MassEffectModder to use it. I have done this and my .mem works fine.
This great a mod but it's to much work. I really wish was like skyrim or fallout where you can simple add file folders. I understand this game wasn't made to be mod it but still.
For now, there aren't any mods (as far as I know) that adds outfits in glitchless way. DLCStartupPackage method, which this mod uses, works flawlessly in 99% of the game, but makes that 1% literally unplayable (black screen, about which you're talking). If game calls to load package which is already listed in DLCStartupPackages, it'll show black screen. You can see that this mod adds BioH_END_Vixen_01 package, which game's trying to load on suicide mission (BioH->Henchman file; END->Suicide Mission; Vixen -> Miranda; 01 -> loyalty outfit). I think I recently found some workaround. It works with Liara outfit so it should work with this too. If my method pass all tests and don't cause that bug, I'll publish the mod.
ALOT installed? Cause i have the same thing. I can launch the game with or without texmod and get only standard miranda's outfit. Same thing with TechnoRose Miranda mod+it breaks Suicide mission.

The mod works - however i don't get the retextures, the in game originals show up.
