Took some time for me to figure out how to install it since ME3 Explorer method didn't work and it took about 40 minutes to build the tree. Thought I'd share with people who are having some troubles.
    1. Download ALOT Installer from here if you don't have it: https://github.com/ME3Tweaks/ALOTInstaller/releases
    2. Download this mod. Unpack it. Rename:
    HMF_HED_PROLash_Opac_M01.dds --> HMF_HED_PROLash_Opac_M01_0x3F8D1A84.dds
    HMF_HED_PROLash_Opac_M02.dds --> HMF_HED_PROLash_Opac_M02_0xBD675EF4.dds
Thanks to @LMEF2009 for providing the info.
    3. Run ALOTInstaller.exe. Go to Settings -> Game Utilities. In the ALOT Installer Utilities tab click on MEM v4.2.4 icon. (the version might be different for you)
    4. Under Mass Effect logo click on Mods Manager -> Create Mod.
    5. Navigate to your unpacked folder with renamed textures -> Click on Select Folder -> Name your mod -> Click on Save.
    6. Just drag and drop your newly created mod with the *.mem extension into the main ALOT Installer window.
From here everything else should be pretty self-explanatory. Doesn't conflict with ALOT or MEUITM since those two don't change eyelash textures.
Enjoy and thanks for the mod. The eyelashes look much better now.

Thanks for posting. I know I have some old school stuff going on here and I'm just not into modding these days.

So for some reason this is working on other female bodies, but not female Shepard. What might I be doing wrong?

Hmmm, I don't know. The game, theoretically, should be pulling from the same lashes file, or so I thought. Any other mods installed?

MEUITM, ME1 Recalibrated, and the controller mod. Noticing the texture doesn't change in game when I change the hair texture. Weird.

That should work then. I admit, I only know the way to do the texture install is with me3explorer's texplorer. Not sure if you're using a different tool but I think it should be working anyway. I could be wrong though.

Nicely done. And I haven't modded in a long time so there are probably things going on these days I'm not up on.

Just use ME3Explorer and change the name of the dds files from HMF_HED_PROLash_Opac_M01.dds to HMF_HED_PROLash_Opac_M01_0x3F8D1A84,dds and from HMF_HED_PROLash_Opac_M02.dds to HMF_HED_PROLash_Opac_M02_0xBD675EF4.dds.

Hopefully someone will answer. Is it just not installing at all? I thought I had heard that the dds file I have in this download doesn't always play nice with certain tools for installing now. Not sure though.

This works for me3 too btw. I installed it with Mass Effect Modder. Just need to replace more files, for some reason me3 has more copies of the lash files. Works and looks good tho.

I already installed the main MEUITM mod. I'm a little confused about this and the various other individual texture mods on this page - are these additional to the main package or already included in it? Do I need to use these mods at all if I already have the main one? The main mod has its own installer so I've not used the explorer tool and I'm not familiar with installing mods for this game.
    Thanks
    Geraint

This eyelash mod is not part of the vanilla MEUITM. It was originally released for texmod and at this point is a dds file that can be manually installed with texplorer in me3explorer. It might be able to be installed with the same tool ALOT and MEUITM used but I've never tested it; almost sure that it could though.

OK thanks so "vanilla" MEUITM doesn't touch the lashes? What about the other "MEUITM" texture mods on here? Do they overlap with the main one?

I don't think MEUITM touches the lashes. If it does, I can't tell.

From what I remember, C3Anderson had also released stand-alone textures for some of what MEUITM does as a whole. After that I'm not sure which ones do or don't overlap with MEUITM. I know that with the anniversary edition of MEUITM, I've been happy with just that and the lashes for Femshep.

I love the look of this, but how do I install it with MEM? Typically, I would just create a new mod to install, but when I try to load up the textures it throws an error.

I'm running both MEUITM and ALOT.

I was able to use MEUITM recently; since the new installer. From there I searched for the eyelash names using the texture browser in MEM to then replace the eyelashes. I was not using ALOT so I don't know if that would change anything or not.

The readme had this info. You'll have to read through the wikia article. It's not too bad, really.

You can read about me3explorer at http://me3explorer.wikia.com/wiki/Getting_Started but the basics are this.

Using texplorer from within me3explorer, you can search for the names of each file included in this zip, find it, click on the image and change it, and replace HMF_HED_PROLash_Opac_M01 with the HMF_HED_PROLash_Opac_M01.dds file from this zip file. Ditto for HMF_HED_PROLash_Opac_M02. Save changes with the menu option in the upper left.

Works in ME1 and ME2. If you've ever noticed the eyelashes for Femshep not showing up during the prologue, that just seems to be a problem in general. After the game autosaves you can reload the save and then her eyelashes are back.

I had some problems with the installation of this mod. I asked in the ME3Explorer forum, but I found a solution of myself. Here a link to the forum - thread, could help you to install this great mod:

Yeah. I wonder why he doesn't provide a single sentence of instructions.

If he can't even mention how to install, he could just point us somewhere with installation instructions of similar mods.

See if this helps. Texmod is a little archaic and to be candid, I didn't think many people would even care about this mod.

Heh, sorry about that. I thought this mod would get 24 downloads so I suppose it's time I post some instructions. When I get some time I'll see what I can find as I know there's a good tutorial out there for using texmod.

EDIT: And I found Ottemis' instructions. Posted on the main page. :)

Do other textures run with Texmod on ME1 on Origin? I'm suspicious that antivirus may be involved. There's something else I think I'm forgetting that may also cause this issue with Texmod...I just can't recall.

I'm a big fan of the texplorer route with the new dds files.
