Apparently Mafia2MaterialsMerger is not working properly for you and is not adding materials correctly (then the game doesn't know how to apply texture to the model). The reason may be that it is not running with administrator rights or lack of some visual c++ redists.
Either way, for people for which Mafia 2 Material Merger does not work, with every new mod I update the fix package. Download it, unpack it to game folder and allow to replace files. Should help.
Well, mod uses original rims already available in the game. You can change rims in the body shop to other rims available in the game. Default wheel of the car is defined in car sds archive, in the entitydatastorage (EDS) file. You need Mafia Toolkit for these edits.

Only minor criticism could be that snowy accumulating effect is bit off, but it's not biggie.
