i am having a problem trying to figure this out i have the game on steam i never done this before i followed your instructions and it didnt work all my games are on my D\ folder not C\ i did it both ways when i go to make a new folder CUsersYour Username HERESaved Gameskingdomcomesavesplayline3 this isn't there i have to make this folder is there something im doing wrong please help i deleted all my game saves to do this
Then delete your saves back them up, and make a folder called Playline0 and put my saves in it. Not sure what else to tell you, it works perfectly fine for everyone else.

Yes it's normal. Unfortunately just like the level being stuck at 19, it's not fixable unless doing it in a legit way. Even with the Scholar perk gone, it still goes to 19, but this wont make you any worse at combat, you still are jacked.
Edit: There is a way, if you use the Cheat mod off nexus here, the script command cheat_set_skill_level skill:22 level:20 Should set Warfare to 20, I myself don't see a need for it though. I made note of it on the description page.
It should be gone, as you should have all the perks anyways, but unlike other games this game does not have an annoying auto reminder to spend perk points, so it is not an issue either way i think.
