IMPORTANT: If you followed the installation instructions and the mod isn't working for you, the most likely reason is that you have another mod that includes edited hard-copies of the perk tables or other files, overwriting data from other mods and also newer perks from the game itself etc.
Such mods are outdated and shouldn't be used so the best course of action is to identify and remove them. They will often cause issues with even things added by basegame updates or DLCs at a later stage since they "froze" the relevant tables "in time" so you'll have effects like preventing your houndmaster skills from leveling up etc.
I use the Easy Mode mod. Obviously a few perk settings are also made there. That's why I couldn't see the “True Shot” perk. Solution: Save and quit the game, delete the Easy Mode mod from the mod directory, add the No Aim Spread mod, start the game, activate the perk, save and quit, copy the Easy Mode mod back into the directory, start the game. The True Shot Perk is still activated and the easy mode mod is also activated again.

So the only reason it wouldn't work for anyone is if another mod is including hard-copy overwrites of the perk system instead of merging into them which would also cause issues with the game itself btw (like your dog companion not leveling for example etc.)

Well.. the mod was made for the latest version of the game It was 100% tested and working, also made in the least intrusive way possible so it's compatible with any other mods that don't themselves break the game. (The only ones it wouldn't work with are ones which overwrite the perk system completely without using merged tables as they should - those mods will not just disable this mod, but break your base game as well, for example you won't be able to level any of the dog perks or use anything added after the date when that mod was made etc.)
So if it's not working, and your other mods got disabled too, then that is 100% user error, in which case you can consult the description as it has instructions on installations
You should be able to as long as you use the ptf version of perkaholic and not the old one that completely rewrites the perk table and freezes it in time (that will cause basegame issues too) and the order doesn't really matter
