Re-implemented the non-collision part of the mod to work in a whole new way. Should be more future-proof, robust, and work for all placement modes. Should now also correctly stop you placing buildings slightly outside park borders (which would then prevent them being moved or deleted without Kai's Wee Toolbox).

You can no longer place buildings outside park bounds - this is to stop a major glitch
You can no longer place buildings that you cannot afford - this is to stop unknowlingly overspending on fences and the like
You can no longer place buildings too close to dinosaurs while outside Sandbox mode
Only "applicable" placement error warnings will now show. If you only see the cost of the building, you can place it. If it tells you there is a problem, you cannot.
Buildings will be given a red outline if they could not be placed without FreeBuild (this is for anyone playing Campaign modes)
