Make sure that you're in offline mode, and have installed the offline missions mod: https://www.nexusmods.com/hitman2/mods/48 From the main menu, click the CAMPAIGNS tab, then click the button that says ['OFFLINE MISSIONS'] and the mission should be there, taking "Hokkaido Snow Festival"s place. (The description page for the mod said to go to a different button since I wrote the instructions for an earlier version, but I updated it just a minute ago.)
