Nekto's artillery tweaks (1.16.3)

In short, this mod intended mainly to buff the Holy trinity of nerfed and unused: Sarmat MK-2-180, A220 and Vympel. Sarmat and Vympel got increased ammo clips with minor firerate changes, A220 repurposed to be auxiliary weapon for frigates. Since A220 got cut ammorack usage, Ballstic and Gladiator coming as addon. Further changes might not show up
