because there are spawn limit in some area.the mod may only be able to spawn 1 or 2 more npc in those area.
Install:
1.Extract archive file into Game Folder\datalocal.
Uninstall:
1.delete mod file

Polyamory - romance multi companions at once
Drop all the junk you are wearing - NPC drop all equipment
Wear some cape - let NPC wear faction cape.
Spawn more life - spawn more npc and more enemy.
