- Extract the meshes folder to the fallout 76 DATA folder:
..Bethesda.net Launcher\games\Fallout76\Data


2)
To have the game read loose files you need to change a line in the Fallout76.ini

- Located here:
...\Documents\My Games\Fallout76

- Find this line:
sResourceDataDirsFinal=STRINGS\

- add "MESHES\" to the end of the line, something like this:
sResourceDataDirsFinal=STRINGS\, TERRAIN\, MESHES\
