Okey it work ! too many years since I played the game and I had this mod manager (Fallout 76 Quick Configuration - INI-Editor and Mod Manager From FelisDiligens) in my downloaded mod history So at first your mod didn't worked, I tried the "Attempt auto-detect installation option" and it installed it as "bundle into *.ba2 archives with other mods" all fine now, maybe it will work with few other mod who didn't worked too =°
Finally, Ive been looking for something like this. Makes finding these things easier. They blend so well with the environment. Any change of just making them pure green glow instead?

did you put the BA2 file into "steamapps\common\Fallout76\Data"?
It was an issue on my end, I wrote the name of the BA2 files wrong in the description. Sorry about that.
They have been correctly updated now.

Sorry, it was an issue on my end, the names for the BA2 to put into the custom.ini file should be:
(for normal glow)
Blight_Plant_Glow_1.ba2
(for a brighter glow)
Blight_Plant_Glow_Bright.ba2
