I had experienced the same problem as others: the program would crash on startup every time once the location of perkloadoutmanager.ini was set.
I finally figured out the issue: my existing perkloadoutmanager.ini, created in-game and saved using PLM+SFE, only had my character name set and was missing the account name field. With the ini file like this, PLM Bridge crashes on startup every time: CHARACTER=YourCharacterName SLOT1=
The fix is to manually add the account name field to the auto-generated ini file, so it looks like this: ACCOUNT=YourAccountName CHARACTER=YourCharacterName SLOT1=
With the account name added to the existing ini file, PLM Bridge opens it properly without crashing.

Ok, as I was typing the above I was curious if I somehow was trying to run the EXE through the ZIP file, but that wasn't it. But if I try to run the EXE via the start menu (typing "PLM" will bring it up) it will continue to ask me for the INI location but not enable the "Edit Perk"button. However, if I browse to the file through File Manager, it works perfectly fine. Minor issue, but stumped why it matters how I start the EXE since from the start button it points to the same file which works if I start it via file explorer.
Thanks for this, it's working perfectly. I left my old perkloadoutmanager.ini file alone with my old loadouts in it and it opened them in N&D and after editing them and copying them they save and work perfectly. I'm not using any of the new ghoul perks yet so I can't test those but for all the other perks it's working well. Using the "manual install" version.
Using it with PLM no-hud version 2.21 which also seems to work fine with this update.
My toon is a ghoul. Every non-ghoul perk loaded fine, but none of the ghoul perks loaded in. This may have more to do with the Perks Loadout Manager than this mod. PLM has not been updated since 2024 or 2023 for the non-HUD version.
can someone confirm that PLM is currently unusable (not just that ui bug thats been around for some time). I can see "press 1,2,3..." in the perk menu but nothing happens when I press it. Thats it or did I mess up config somehow?
Im still using it. Not sure if you're aware but it breaks the mod on every major update until SFE is updated. I built my load outs on the nukes site and then ever third number in your string of cards, you deduct one. Then you copy the edited bit into an existing loadout.

3. Paste this into a blank text file and every 3rd character decrease that number by 1 e.g. sb2sr2s32sq2sx2p10pq1l70ee0s71e90s83eh2ce0cu2c20ic4ir2ip2s11id1a71a04lu2lb2lt2ls2lg0l20
4. Copy and paste a previous slot with the old format in the config file e.g. SLOT9=https://nukesdragons.com/fallout76/perks?v=1&s=8179d6c&d=s01s20sa0s60sb2p10e10eq0e70e80eb0e40c30c52c60ce0if2ie2i71im1in1ii0at1s72au0lu2lb2l90l62l71lm2&w=&n=camppowearmour&m=&shared=s60
5. Update the slot number at the beginning to the desired and the loadout name at the end. Then take your new code from step 3 and replace the long string between the = and & e.g.
6. Save the config file and reopen the perk screen in game. Should now be showing and usable.
It looks confusing but its really easy after the first time. This mod does the work for you but manually works too. It takes longer to create the build on the website than it does to edit the string of numbers and letters.
Wish I could get it to work, but the program only starts if I do NOT have a perkloadoutmanager.ini, as soon I have one, even if it is empty, the program refuses to start. There is no error message no popup nothing, it just does not start.
Thanks to the new feature of creating a new INI, I got it to work, as long I do not specify where that INI is, but it works, even with my old INI, as long the INI is in the main folder of PLM without a set location in the program, it's weird, but it works, so thanks for that :)
PLM/SFE are outdated for now. I installed PLM Bridge and I always have "Error: perkloadoutmanager.ini not found". Windows didn't find any perkloadoutmanager.ini file on my computer. Is there any way to use PLM Bridge?
u should run game once first, open perk page(When plm works) then exit game, and locate perkloadoutmanager.ini (or whatever it is called) which should be located in your /data folder (whereever game is installed)
If u do NOT have the ini, u can just make a blank one (text time, change extension to ini) or download the 'example' that comes with PLM.

It will work really well when nuke&dragons update their site to reflect the March changes. Its got the stars wrong and missing cards like Bodyguard, which is strange as that's been around for ages.
No matter which version I try, the program crashes immediately after I show it the correct folder. If it helps, in my case the path is C:\Program Files (x86)\Steam\steamapps\common\Fallout76\Data. Update: Tried on two different PCs with two different OS (Win10 and 11) and no change.
Doesn't seem to be able to load the new ghoul card in loadouts, gives a warning: A card in your loadout was not found in your collection! Please updated and re-save your loadout. Other than that works fine
That warning message is output by the PLM. Yes, PLM is unaware of the existence of the ghoul park card. Now all we can do is quietly wait for PLM updates.
