About this mod
Outside Vault 111, 50 unspent perks, all SPECIAL at 30, some Perk Mags/Bobbleheads, modded X-02, all robot parts unlocked, Legendary gear, ammo, resources. Some of the gear is Nexus Mod-dependant, but it's all your preference. :)

Vanilla game +DLC save file with all the goods to start your game in elite privilege rather than squalid peasantry, with overblown SPECIAL stats because of your noble heritage and natural superiority. Your character is just outside Vault 111. (Sorry, you don't get to change your name and appearance, having too many SPECIAL points will softlock you at the pre-vault-exit commit menu.) 50 unspent perk points, all robot parts unlocked (you just have to go find Ada to unlock the workbench itself), some Legendary gear, "Legendary" X-02, more junk than you can shake your mom's underwear at, more of everything basic which it's far beneath our station in life to be concerned about. Stop crawling around the Wasteland on your hands and knees picking trash, like some kind of peasant!
LEGIT PLAYER: (stands up) Hey, I don't like being called a peasant-
ME: You need to farm, I don't.
LEGIT PLAYER: (sits down) Fair point.
You don't need any of the additional Required Mods to play as a sheltered dilettante without any concept of resource management, but I added a bunch of SKKmods's Nuclear Winter Mobility Mutation serums (which you will love) and a few of my favorite not-stupidly-OP weapons so if you want to use them you'll need to download those mods as well. I put my favorite Legendary effects on them because why not. It's a huge bonus at game start, but they're (mostly) not crazy-overpowered, especially as you meet tougher enemies. I just hate spending the first little while in the game using guns made of old wine crates and toilet parts.
Since this is basically my character save that I use, I also unlocked SOME of the skills mags and bobbleheads because I find them useful and I'm not going around looking for them. You can still go out in the world and find them and collect the same ones, but you'll only get the benefit from one of them, even with two showing in your inventory.

Fat Man with Two Shot (it's a Big Boy)
full suit of X-02 with the Almost Unbreakable Legendary effect. "Quadruples durability." I feel like it's more like Doubles durability, but still better. :)
ADDITIONAL CHEMS
You need Jet, Psycho, Nuka-Quantum and some of the junk you have piles of to craft more Mobility Mutation serums, so I put a bunch of those in for crafting. Without the mod, you keep the chems but obvs no serums. :)
FUNCTIONAL MODS
MUNITIONS - AMMO EXPANSION PROJECT - needed for the Select Revolver - Fire Targeting Munitions Rockets mod, but not the base Select Revolver
SELECT REVOLVER - FIRE TARGETING MUNITIONS ROCKETS - an additional receiver for the Select Revolver, really fun, you should get it
MOD ITEMS
NUCLEAR WINTER MOBILITY MUTATIONS - You may find yourself asking how you ever played without this. In this save file you've got 30 each of all three mutation serums and 90 remover serums. You can use all three mutations at once, the remover is for if you don't like one of them. The effect of the mutation serum is permanent, you don't need to keep taking it for the benefits, but with this many you can mix and match and see what you like. :) To make more you'll need the Chemist 1 perk and the crafting components I already added to your inventory, but unless you're swapping them out every few minutes you probably won't need to make more. :) There's enough components for 30 more of each serum and 90 more removers. jfc, what are you even doing to need that many???
MOD GUNS
FACTOR - MODULAR RIFLE - I gave it the Rapid Legendary effect. Highly customizable gun with an optional B A N A N A S damage modifier at the workbench. I picked Rapid because holy crap have you SEEN how high that damage modifier goes? What else would I possibly need? Make this gun into anything you want and set the damage where your conscience can handle it. And even if you don't want to make it overpowered at the workbench, it's still a really good gun. ^_^ Has a workbench slot for a Legendary effect!
M72 GAUSS RIFLE - I gave it Two Shot. It does roughly half the damage of the vanilla Gauss rifle (depending on parts) but it has a much bigger ammo capacity and a much better fire rate and incredible handling. You can seriously main with this. :)
MK 41 GYROJET HEAVY MACHINE GUN - Two Shot. Probably the most overpowered on this list after the Factor rifle, a really fun and well-made gun. Also, it has a slot at the workbench to add ANOTHER Legendary effect as a component! I think I did ok on remembering all the workbench mods you need for that but if I forgot something lemme know. :)
OBJECTIVE RIFLE (OICW) - One with Two Shot and one with Wounding. Great, great gun, highly modifiable, absolute VATS beast with the full-auto receivers. You've got two of them coz you can add receivers at the workbench which give it bleed damage and I suspect that adding a bleed receiver to a weapon that already has the Wounding effect would result in you only getting the bleed damage from one of them. I haven't tested if that's true or not but now you can experiment yourself. Hooray! :D If you use this mod, go find the Doomer's Carbine at Gunners Plaza!
SELECT REVOLVER - Never Ending. Such a fun weapon ^_^ I've only used it with the guided rockets provided through the Fire Targeting Munitions mod coz I don't get into semi-auto/revolver guns much. I assume it's a good gun without that? With the Never Ending effect you can spam your targets until they don't exist. Fire Targeting Munitions requires Munitions - Ammo Expansion Project.
SPEC OPS PISTOL - Two Shot. Realistic pistols never thrill me but I actually don't mind using this. :)
SURVIVORS COMBAT WEAPONS - Two Shot. "This cache contains 3 Survivors custom made weapons that are 50% more powerful and 50% lighter than Vanilla counterparts." Nice boost at the start of the game, I put Two Shot on them because I am a simple soul. An additional Survivors Combat Rifle has the Explosive effect because it makes a great combat sniper but that's up to you. :) And if you use this save file with this mod, you can still go to the Survivors Cavern and find the weapons there if you want non-Legendary versions.
TECHNETRONIC PERSONAL DEFENSE WEAPON - Wounding. You can do a bunch of stuff with this gun at the workbench. :D I put Wounding on it so you can set the fire rate to quantum levels and change NPCs from people that don't have lots of little holes with all the blood pouring out, into people that do.

BUGS - Shouldn't be any. I play with this template all the time. No issues with DLCs or mods after several months. Bet I've overlooked something basic, as per. :/ :P
It's quite likely I've forgotten something and I'm just so used to giving myself anything with console commands I don't notice. :P I don't mind fixing that if someone actually wants to use it. ^_^
Q: Will this work on a game console?
A: If you can download saves, should do. I don't have a game console to test it. I don't have any reason to think it won't work?? Lemme know if it doesn't and I'll probably do nothing because I dunno consoles. :P If you know how to upload it for console and want to do it, you have my full permission and I don't need any credit. :)
Q: I noticed something it really makes sense to put in there. Like, you're gonna kick yourself for not thinking about it.

Q: This doesn't have XXXX basic unmodded totally legit item that I don't want to scrounge for, I dunno, some chem or whatever.
A: I never use those so I have no idea what's worth putting in. Go buy it or craft it, you've got more money and materials than you can use.
Q: I want different Legendary gear, or gear from a specific Nexus download. Can you make a save file with XXXX?
A: No, I did custom stuff for Borderlands 3 for a few months and it was just overwhelming.
Q: I'm on PC and I'd like to see this done different.
A: Then you're in luck! :D Modding on PC with the developer's console can look intimidating because you have to find codes (like player.addperk 0001dafe for Iron Fist 1 perk) that don't make immediate sense, but it's honestly not hard. Make a NEW save before you do anything, make another new save frequently, then if you run into a problem you can go back to where there was no problem. :) All those saves will introduce loadscreen lag, but once you're golden you can delete the old saves. Sort them by date and keep the newest, the save file number can be out of order so don't rely on it. :)
Q: I deleted a save I wanted!
A: If you manually deleted it from the game folder and not the in-game save menu (as one should when modding) it's in your recycle bin. If it's not, what you'll need is a flux capacitor and some plutonium.
https://falloutcheats.com/ is a GREAT resource. It only seems to contain vanilla stuff but you can search for any mod items you have in the developer's console. Use Google and YouTube, it's genuinely not difficult. :) And the Wiki has form IDs (item codes) for stuff. :)
