There were reports of crashing near the Atlantic Offices in the Glowing Sea when running South of the Sea - Atoms Storm with the NG CC content, specifically the Enclave Remnants mod, ccOTMFO4001-Remnants.esl. CLASSIC showed the crashes as a navmesh bug. Sure enough, there was some navmesh in cell E70F that was below the landscape, and didn't match the cell border, adjacent to the Atlantic Offices. I corrected that, plus the navmesh border between cells E68A and E68B. I also finalized so both the door to the Lower Atlantic Offices and to Necropolis now are registered with navmesh.
I've done significant testing taking both Dogmeat and Heather with me as we ran across a good portion of that area of the Glowing Sea, and didn't experience any crashes.
There were some minor issues in the Lower Atlantic Offices interior cell I also fixed (water not going to the edge of the wall in one of the lower rooms, and a chest that was clipping through a bookshelf).
Finally, I fixed an issue with the Atlantic Offices door to the Lower Atlantic Offices, where exiting the Lower Atlantic Offices cell would put you two floors above the door you're supposed to exit out of. This was caused by Bethesda marking the quadrant landscape as missing, so it wasn't reading the teleport marker correctly.
Despite the landscape changes, no previsibines were changed with this patch. It would go after SouthOfTheSea[Previs].esp in your load order. If you have other mods also editing that area of the Glowing Sea, they probably won't be compatible (Atomic World is one example).
This requires version 1.96 of South of the Sea - Atom's Storm. If you're not using the NG CC content, use version 1.95, which didn't have broken navmesh.
Hap has given me permission to publish this patch. I grant him exclusive permission to roll this into any new updates, if he so chooses.
And if South of the Sea - Atoms Storm is available on console, then I grant open permission to port this patch to console as well.
