Requires South of the Sea - Atom's Storm version 1.96, the NG CC content (specifically ccOTMFO4001-Remnants.esl), and the unofficial FO4 patch. If you're using PRP, there is a version for PRP 0.74. The file will go directly below SouthOfTheSea[Previs].esp.
That one almost stumped us ... but Hap suggested I look at the landscape, and when i saw it was missing, I was pretty sure that was the issue. I'd spent a few days on the issue before that thinking it was some collision box or something that I just wasn't seeing. Bethesda did the same thing at the Forgotten Church, where they set the landscape to missing instead of creating a big hole for the sunken building.
