the plan is for it to eventually cover more areas but for now i think its only concord. there is a team working on a much larger scale version of this stuff that should release end of this year.
ah yes the Commonwealth (Concord) stories mod, why did they delayed it that long? christmas time again? how long will it actuallly be? 86 hours of extra content? I´m in dire need of DLC sized quests for fallout 4 or more immersive rebuilt settlements, there has been months without something that scale or that interesting

Short answer: No need to empty. There is no way to detect used room for now, but there are other solutions.
Full answer: The current SS2 already implements some "changing doors" repopulation mechanics in Concord and other locations like BATDFL. When entry conflicts arise to either original worldspace or modded ones, for example the Nightingales camp across Diamond City gate conflicts Gun for Hire, SS2 overwrite will provide a callbox beside the door to let you select whether you use the boarded doorframe/original door/door from other mod or SS2 door. I guess the world repopulation system in the end of this year behave more like this.
Other than that, some compatibility patches may move the doors elsewhere, given those aren't already been occupied. Gun for Hire has a patch to move your office to the door beside.
